The quote is If you build it, he will come. and comes from a baseball movie with Kevin Costner from 1989 called Field of dreams. It’s sort of magical realism about reliving the past and meeting your heroes by building a baseball pitch  . The He in the sentence refers to a baseball player idolised by the character Kevin Costner plays and that he will get a chance to meet him because an unknown voice tells him: If you build it, he will come while he’s out in a cornfield. More generally I suppose it can mean that if something is there people will be attracted to it. Sometime you just need a place to go. An opportunity to do something you love.

Field of Dreams is a 1989 film about an Iowa corn farmer who hears a voice telling him: "If you build it, he will come. He interprets this as an instruction to build a baseball diamond in his fields; after he does, Shoeless Joe Jackson and other dead baseball players emerge from the cornfields to play ball.
